How would i loop/do this when there are two possibilities at certain points

When the lake is 90% full, the withdrawal rate will be adjusted to 3 times the normal rate.
When the capacity of the lake is back to 70%, the withdrawal rate will be adjusted back to
normal.

When the lake is lower than 30% full, the withdrawal pump will be closed. When the
capacity of the lake is back to 50%, the withdrawal rate will be adjusted back to normal.

When the lake is over 100% full, a warning message should be issue
